
The Elevator Safety Unit registers all elevator devices in the State of New Jersey as required by the elevator subcode, which is regulated under the Uniform Construction Code in Subchapter 12.
The Elevator Safety (ELSA) application was created to provide online access for building owners to make it easier to register new buildings and new installed devices, transfer ownership, and amend registration information. ELSA allows users to manage their accounts, look up and print bills and inspection reports, print certificates of passing inspections, and pay annual inspection bills, registration and penalty fees.
The ELSA application can be used to register the following elevator devices (hydraulic, traction, winding drum, roped hydraulic, rack & pinion and limited use limited access), escalators, moving walks, dumbwaiters, wheel chair lifts, chair lifts and man lifts.
The Bureau of Housing Inspection oversees the registration and periodic inspection of hotels, motels
and multiple dwellings as mandated under the Hotel and Multiple Dwelling Law, to ensure the health,
safety and welfare of residents, guests and the general public.
This portal provides online access to properties on file with Housing Inspection. Users may look up,
print, and pay bills; view or print inspection reports, certificates of registration, certificates of
inspection and judgments. Owners or authorized agents may register new properties, transfer ownership,
update information, request an extension of time to abate violations or request an administrative hearing.

The Bureau of Rooming and Boarding House Standards is responsible for the implementation and enforcement of the Rooming and Boarding House Act of 1979, and the inspection and licensure of emergency shelters for the homeless pursuant to Rules Governing Shelters for the Homeless, and inspection and licensure of Free-Standing Residential Health Care Facilities pursuant to the Health Care Facilities Planning Act.

The Bureau of Homeowner Protection is responsible for overseeing the registration of new home builders, the issuance of new home warranties, and the administration of new home warranty claims for new homes enrolled with the state’s New Home Warranty Program (NHWP). Our service portal allows for an entirely electronic builder registration and warranty application process. Once completed and approved, validated registration and/or warranty documents will be retrievable through a QR code that will be emailed to the builder and uploaded to the builder’s MyNJ account.
